How do I reset a panasonic kx-tg3531lc phone?

The phone only says line in use and I have tried reprogramming with the manual but nothing is working...I have unplugged everything and changed location of the base and still nothing. The hendset only says line in use and doesn't accept calls or dial out. Is there a master reset code to reset it?
