When a Stranger Calls (2009) Movie?

So I'm sitting here watching it right now, and I don't understand the first, like, 5 minutes of the movie. There is some sort of neighborhood fair going on and a man keeps calling this girl named Stacy over the phone. He sounds older and very scary and she sounds young and scared. Then there is a woman calling for her children on her porch but they won't come. Then there is some sort of police investigation at what is implied to be the house of this "Stacy" girl's. And I understand that there was the same movie years ago. Is the beginning of the 2009 movie a sort of reenactment of the older version, or what? someone please explain! Thank you =)
