Seeking call alert/alarm for blind lady in Zimbabwe?

the lady concerned is 90 years old, is supervised during the day but is alone at night as a result of financial constraints. she is in a block of flats. needs some form of wireless alert perhaps in the form of a pendant so that in the event of a fall or other problem she can alert friends in a flat on the floor above by means of a bell or buzzer
