Radiant shadows confusion... (spoilers, but help!)?

Okay so I just finished the book and I loved it but I was really confused and annoyed... at the somewhat of Devlin, Ani and Rea? It seems like Rea and Devlin love each other as lovers... Or at least I got that feel... or is it something else? Please explain and help! :)
